Award Bid for the Phase I Beach Revitalization Project Bid No. 15-011

 

Description of Action

Staff is requesting City Commission approval of a resolution that would award the bid for the construction of Phase I of the Beach Revitalization Project and authorize other necessary expenditures related to the project. In summary, Phase I includes the following project improvements:

 

  • Reconstruction of the beach bathrooms;
  • Restorations and landscaping of the beach dunes;
  • Drop-off areas and beautification to the North Beach area and pier/Quarterdeck entrance area; (as a bid alternate)
  • North Beach improvements and landscaping; (as bid alternate)
  • Relocate dumpster enclosures and storage areas;
  • Associated lighting, walkways, paving, receptacles and improvements.

 

The City Commission approved a Capital Budget in the amount of $1,600,000 with Ordinance #2014-023 for Phase I. Funding for engineering, design and permitting services have been authorized for this project thus far and $1,276,685 remains in project funding for construction.

 

The funding for the construction of the project in an amount of $1,276,685 was, approved and is available in the Capital Projects Fund, Beach Revitalization Phase I accounts in Account Nos. 301-72-59-572-62-10 and 301-72-59-572-63-10.

 

Bid Process and Resolution

 

The City issued the invitation to bid on September 11, 2015 and accepted sealed bids October 16, 2015 for the Phase 1 of the Beach Revitalization project. The bid review committee met to review the bids on October 16, 2015 and October 21, 2015.  The bid review committee consisted of Tania Stevens of the Finance Department; Ronnie Navarro of the Public Services Department; Marc LaFerrier of Community Development Department; Assistant City Manager Colin Donnelly and EDSA project consultants John Torti and Kona Gray.

 

Due to concerns with the escalating construction costs and Phase I budget limitations; the Phase I project was bid with a base bid area (the beach area south of the pier including the restrooms) and a

bid alternate area (the North Beach area). Both bids received included the bid alternate and were approximately 10% greater than the budgeted amount for Phase I.

                       

The two bids received were:

                                    MBR Construction, Inc.                      $1,459,835.00

                                    West Construction                              $1,477,877.08

                                   

The review committee recommends MBR Construction, Inc. as the most responsive bidder with relevant experience, satisfactory references and specific experience in coastal construction. A satisfactory financial reference check was also completed by The Finance Department for MBR.

 

The Bid Review Committee also recommends including the bid alternate in awarding the bid and appropriating the additional funds necessary to complete Phase I by using a portion of the funds identified in the City’s adopted Capital Fund for Phase II of The Beach Revitalization Project. The project will also require funds for construction contingency, City permit fees and construction observations services.

 

The funding sources and amounts necessary to complete the project are available in accounts: 301-72-59-572-62-10, 301-72-59-572-63-10 and 301-72-60-572-63-10.
